In Outlook 2003 I've added U.S. holidays and special annual events. However,
in the monthly calendar view these items stretch over two days in a long
white box. How can I force it to display only in the actual day?

You have a time zone or DST setting that is incorrect in either Windows or
the Outlook calendar.
