Was the service set to Automatic? If not, if you start the service, does it
give any errors?
Can you post the Event log errors, if any (in any of the logs) you are
seeing? Post the EventID#s and Source names please.

As Ace stated, start the service. If it won't stay running what is in the
event log?

The Windows Time was started with Automatic. There is few Win32Time with
event ID 17 log under system event viewer. Below is the description of the
event;

Time Provider NtpClient: An error occurred during DNS lookup of the manually
configured peer '\\rootsvr1'. NtpClient will try the DNS lookup again in 120
minutes. The error was: No such service is known. The service cannot be found
in the specified name space. (0x8007277C)

The message appears to state that the time server you have defined is not
available to lookup in DNS. Can you ping svr1?
