you need at least ONE writable W2K8 in your AD domain to support an RODC.
RODCs require W2K8 RWDCs for authentication forwarding and replication of
the domain partition the RODC is joined to.
My suggestion is to have enough W2K8 RWDCs centrally to support the RODCs in
the branches
