I would like to make a group policy to lock the workstation if it is in
active for 15 minutes. I don't want to want the user to lose any work they
are working on, just want to lock the workstation and then they will have to
log back in.

Set a password protected screensaver.

Configure the follow Group Policy Settings.

User Configuration\Administrative Templates\Control Panel\Display\Screen
Saver [Enable]

User Configuration\Administrative Templates\Control Panel\Display\Password
protect the screen saver

User Configuration\Administrative Templates\Control Panel\Display\Screen
Saver timeout
