I have performed various boot scenarios to locate the slow boot time. I have
found out that if I have USB enabled in the BIOS, then i must have a USB
device plugged in to my server for it to boot normally. If I unplug the
device and reboot(multiple times) it hangs after the splash screen with the
animated progress bar. If I leave USB enabled, boot into safe mode, it hangs
at acpitabl.dat....

Now get this.. If I disable USB in the BIOS, then it boots up fine. NO
hangs at all. Only problem is, I can't use any USB devices.

Also, while windows is running, if I unplug the USB device, I get an unknown
USB device error, which leads me to believe my USB system drivers are flaky.

So your'e going to tell me to leave a USB device plugged in at all times.
Well, that's sounds like a feasable solution, but it shouldn't be that way.
USB ports shouldn't be searching for devices during startup.

How can I get a normal boot with USB enabled in the BIOS and no USB devices
connected to my server?

If you didn't try it, I think you should go look for a possible BIOS
update - first, you might try finding the 'USB Legacy Support' setting in
BIOS Setup and switch it to whatever it is NOT set to at the moment.

Talk to HP. There have been numerous updates for this BIOS, hopefully one of
them will resolve it. I have the G5 version of this box and have no such
issues.
