I downloaded the iso image and using rosio wrote it to disk. Winimage sees it
but it will not boot. I created another cd using winimage to copy the iso to
a normal cd. It won't boot either. I downloaded a virtual cd driver and am
able to view the iso image but when I click on the setup it pops up a message
that I must boot from the cd. Anybody else having a problem with these files?

You need to burn a bootable CD image. For excellent instructions on how to
write an ISO file to a CD correctly, I recommend:
http://www.petri.co.il/how_to_write_iso_files_to_cd.htm

Then, make sure your BIOS is set to boot from CD before your HD.

It has to boot because it is an OEM cd and cannot upgrade a system. When I
have had the problem you describe it turned out to be either lint in the
drive or poor quality media.
