X64 and certificates

Does XP 64bits edition able to download and register a Windows 2003
Certificate Authority certificate with IE64 without displaying "Your CPU
(X64) is not supported".
I tried with a Windows 2003 Sp1 and this is working fine but on the standard
version of 2003 you get the message above.

Does anyone have an idea ?

I am not surprised that a non-SP1 version of Windows Server 2003 would be a
problem, since x64 Edition was not released until SP1.
