If I put the mouse curor over the items in the systray, I can see the
very top of the information popup. The rest of the popup window is
hiding behind the taskbar. The only one that does not do this is for my
network connection which is the first one on the left side in the
systray. Is there something I can do to raise these?

I am using XP64.

If you are talking about a taskbar tool tip, this sounds like a long-time
Windows bug. It can be cleared by logging out and logging in again. This
bug finally got fixed in Vista.

Also, you can try and de-select the taskbar option (right click taskbar) to
have the taskbar 'always-on-top'.

The one sure way to make the bug show up every time is to use a non-standard
font size, as I do. And yes, it is fixed in Vista. Finally.

Yep rebooting helped. That was really wierd. I do have the "tool tips"
at the default Tahoma 8. That has to be default because I have not
changed any of that appearence stuff.

Yes, it is allright to have 'not hidden' but if you set it to be 'always on
top' ( in such a way that other windows can extend behind it!), this problem
had a way of returning for me. Seting it to be not on top, allows other
windows to cover it - which I think is the actual 'Bug' here, that the
balloon help is a window to the OS but Brainware doesn't want to see them as
such.

Locking the taskbar has nothing to do with it. It is a bug caused by a
window failing to clean up properly (yield focus) after focus has shifted to
another window. You cannot prevent it. That's why its called a bug. It
has been around since Windows 95. The TechBeta Vista testers threatened the
Windows shell team with dire consequences if it didn't get fixed this time
around. It did.

It had been left on the back burner through many iterations of Windows due
to the usual contention between resources and priorities. As it turned out
it only took a few hours to diagnose and resolve. Happily, it shows how
users can influence MS to bump up priorities.

rebooting?
I've had multiple users since Win 95, I think, so I don't recall how Windows

The only way I can try it would be to delete some users. I won't do that.
