It's very possibly related to some file system crap I had goin on earlier,
but I have no file navigation toolbar or any of the menus in My Computer.
(The rest of the OS is working perfectly so far.)

Anyone know how I can fix that? I searched around support.microsoft.com for
XP and XP x64 and didn't find anything.

Right click on the menu bar (or where it is supposed to be) and check:
"Address Bar", "Standard Buttons" and whatever has disappeared.

Indeed, I got nothing. Only thing there is the top of the window, straight
to the drive listing. Haven't a clue what's wrong with it.

Mind you, I admit I don't really have a clean enough install for honest
testing, but you wouldn't think any other programs could affect THAT. (And
I'm positive I don't have any malware problems.)

Well maybe thats just, you need to do a clean install to resolve the issue.
Was this an upgrade from a beta release of Windows XP Professional x64? Its
possible you are seeing a conflict from such non supported upgrade scenario.

I never had a beta...was a clean install. It started at a very specific
time, after I'd had some file system corruption. I just can't guarantee that
caused the problem. I'll do some further checking on my own, and if I can't
find it, no huge deal. I don't feel like reinstalling on dialup. :p

Because you have to install the OS, download hotfixes, tweak, install things,
download patches for those things, install games, and overall it takes well
over half a day. Even given that I have most of my programs saved to my HD.

It's not a system killing problem, so I'll live.

Solution
As far as we can tell, this is not caused by WindowBlinds. However there
seems to be a fix for it here: http://www.tissot.de/blogs/archives/000023.html
Essentially you run regedit and find this key:
HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar
Then delete the proper Sub key to get the bars back: Explorer, ShellBrowser,
WebBrowser. That should do it.
