When installing dual boot should system restore be turned off on each other
OS. C + D. On C turn off D and on D turn off C?

I have done dual boot installations, (actually quadruple boots) and I have
never turned off system restore in any of the OSs before installing another
one.

The OS you are booted into when you disable restore will be the OS that it
disables.

Or did I misunderstand the question?

No. Turn off System Restore monitoring on the other OS from the active OS.
I have noted in the past that when switching OS and if both are set to
monitor both partitions (OS's) that restore points disappear. Wasn't sure
that this was the cause but the situation cleared up by only having each OS
only monitor itself and any data disks.
