What is the best tool to view/edit the registry in x64?

I use regedit just like I do in Win 32-bit.

The best tool for editing the registry is regedit, you can find it by
clicking Start > Run > type in regedit

Even if you're used to using a third party registry editor, I'd strongly
recommend sticking with Regedit for now, until there are 64-bit registry
tools. 32-bit tools will see a different view of the registry as compared to
64-bit ones because of the redirection.

I have tried using regedt32 but get different result depending on where I
launch it from (wow64\sys32) and would like to be able to see the whole
registry in one place. this is mainly so I can resolve software problems
with some older apps.

Always use regedit/regedt32 from the System32 folder. That gives you the
64-bit version that lets you see the whole thing. (note that regedit and
regedt32 are the same now.) The version in SysWOW64 folder is the 32-bit
version and will not correctly see the 64-bit side of the registry. (google
registry redirection x64 site:microsoft.com for details about registry
reflection/redirection)
