I'm not at all sure that it says 64-bit in Winver regardless. BUT, if you go
to Control Panel, System, you'll see 64-bit there if it is. (Or right click
My Computer and select Properties - same dialog.)

It doesn't explicitly say it since it came out in 2003 and there was
no 64-bit Server 2003 at the time. 32-bit was all they had, no need
to differentiate.
They never changed this. Server 2003 32-bit is the "regular" edition
whereas Server 2003 64-bit is the "different" one.
