Program properties, option tab, not showing option to run a dos program in
full screen mode. Have Intel MB with video on board and WINXP 64. Model
D945GTP. All drivers Microsoft Certified. Why is option not available.

Do you really mean a DOS program or are you referring to the command line
window? DOS, of course, like all 16-bit software will not run on x64.

Have you tried this work around, open Command Prompt, on the title bar,
click the Command Prompt icon, click Properties, click the Layout and under
Window size, adjust the width and height according to your resolution.

This option isn't available for a command window in x64. The most you can do
is manually expand the window to fill as much of the screen as feasible.

As to why it isn't available? I have no idea. This is one of those "little"
things that were dropped for reasons probably well understood by the
developers, but that remain a mystery to the rest of us. Another one is
Active Desktop -- gone in x64 Edition -- that one was reported early on, and
we've seen several folks here complaining about it. The ability to run a
text window full screen (it isn't, technically, a DOS window any more) is
something I hadn't even noticed, and this is the first complaint we've seen
on it in >7 months since release.
